Letter to President of Treasury Board and Minister of Finance on proposed changes to the Fuel Dyeing Requirements in Alberta

Dear Minister Horner, 

We are writing to you about the fuel dyeing requirements that are part of the Alberta Farm Fuel Benefit (AFFB) and the Tax Exempt Fuel User (TEFU) programs.  

On behalf of the Business Council of Alberta’s (BCA) affected member companies, we believe that the provincial government should eliminate the fuel dyeing requirements of these programs. Doing so will reduce red tape, create long-term cost savings across Alberta’s fuel supply network into the hundreds of millions of dollars, and mitigate rising fuel prices for consumers—all while maintaining the policy goals of the AFFB and TEFU programs. 

The Government of Alberta has a broad mandate to remove red tape, reduce unnecessary regulatory burdens, and provide consumer affordability. The removal of the fuel dyeing requirements will help advance this mandate across the entire fuel supply chain by reducing infrastructure duplication, encouraging fuel tank consolidation, and reducing unnecessary marked fuel equipment and material costs. These cost savings will accrue for fuel refiners, fuel suppliers, and fuel consumers like farmers. 

Please find attached to this letter a copy of MNP’s Dyed Fuel Assessment Final Report prepared for the United Farmers of Alberta. This report provides cost estimates for fuel dyeing requirements and makes the economic case for their elimination. BCA believes that making this change will improve Alberta business competitiveness and consumer affordability.
